Duties

The Foreign Agents Registration Action (FARA) Unit of the Counterintelligence and Export Control Section (CES) in the National Security Division (NSD) is responsible for the administration and enforcement of FARA. FARA was enacted in 1938. FARA requires certain agents of foreign principals who are engaged in political activities or other activities specified under the statute to make periodic public disclosure of their relationship with the foreign principal, as well as activities, receipts and disbursements in support of those activities. Disclosure of the required information facilitates evaluation by the government and the American people of the activities of such persons in light of their function as foreign agents.

The attorney for this position will focus on administering and enforcing FARA. The attorney's FARA responsibilities will include preparing for and leading civil litigation, conducting inspections, and drafting advisory opinions.

Qualifications

Qualifications:

Applicants must possess a J.D. degree, be duly licensed and authorized to practice as an attorney under the laws of a State, Territory, or the District of Columbia, and have at least 2.5 years of post J.D. professional experience to be qualified at the GS-14 or 4 or more years to be qualified at the GS-15 level. Applicants should have an interest in civil litigation and have superior academic credentials, writing and analytical skills.

Applicants must also be able to qualify for the highest and most sensitive security clearances.

It is the policy of the National Security Division to request a three-year commitment for all attorney positions.

Additional information

Salary and grade level determinations are made based on the number of years of qualifying experience and current salary level. The salary ranges for this position are GS-14 ($132,368 -$172,075) and GS-15 ($155,700 – $183,500).

Travel: Periodic travel will be required.
