What You’ll Do

The Police Records or Property Unit Supervisor will plan, organize and supervise the activities of the Records or Property Bureaus of the Police Department, provide administrative and technical staff assistance, and perform other related work as required. The Police Records or Property Unit Supervisor receives direction from the Police Technical Services Administrator or other higher level department personnel and provides direct supervision over Records Specialists within the Records or Property Units.  The current vacancy is in the Property Unit.

Depending upon assignment, duties may include, but are not limited to, the following:

  • Recommend and assist in the implementation of goals and objectives; establish schedules and methods for operations; implement policies and procedures.

  • Plan, organize, assign and schedule the work of police records personnel in the performance of major police support functions in the Records or Property Units.

  • When assigned to Property Unit, develop, implement and modify property storage and maintenance procedures to improve operations and ensure compliance with new and existing laws.

  • Personally perform the most difficult tasks related to police records or property work.

  • Research, collect data, and prepare a variety of comprehensive statistical and written reports as required.

  • Participate in budget preparation; supervise expenditures of the Records or Property Section.

  • When assigned to Property, supervise employees engaged in the receipt, storage, and release of impounded property, and the receipt, inspection, custody, and distribution of police equipment, supplies and other items.

  • When assigned to Property, testify in court regarding the integrity of property storage, preservation, and transportation.

  • Respond to subpoena Duces Tecum and make court appearances.

  • When assigned to Property, oversee the maintenance of files and records regarding the disposition of property in custody.

  • Communicate with local, state and federal agencies regarding laws, rules and regulations related to records or property management.

  • Participate in the selection, training, motivation and evaluation of staff; participate in monitoring employee performance objectives, prepare employee performance reviews, provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures.

  • Coordinate activities with other department personnel and the public in the areas of assigned functional responsibilities; attend meetings and seminars.

  • When assigned to Property, direct the release of impounded property to citizens, sworn police personnel, and/or other law enforcement agencies, maintaining accurate documentation regarding the chain of custody of such property.

Who You Are

  • You have knowledge of the principles, codes, regulations and laws governing records management and warrants procedures (when assigned to Records); or chain of custody (when assigned to Property).
  • You have the ability to administer an effective and legal records or property management system and read and interpret laws, rules, and regulations relating to records management or evidence and property.
  • You have knowledge of criminal justice procedures and the organization, procedures and operating details of a Police Department Records or Property Unit.
  • You possess the skill to effectively communicate, both orally and in writing, and work cooperatively with other departments, outside agencies and the public.
  • You have knowledge of the principles of office management, supervision, training, and evaluation.
  • You have the ability to plan and organize the work of a major police records or property unit and  supervise, train and evaluate subordinates.
  • You have knowledge of research techniques and procedures.
  • You have the ability to compile and maintain complex and extensive records and prepare reports.
  • You have the desire to contribute to a positive work environment that fosters motivation, collaboration, coaching and engagement.
  • You have the ability to understand the organization and operation of the City and of outside agencies as necessary to assume assigned responsibilities

What You Bring

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

  • Four years of increasingly responsible records or property management experience in a public safety environment is highly desirable.
  • Equivalent to completion of the twelfth grade, supplemented by specialized training in records or property management.

Examination Process
