Basic Function:

Direct and lead HR Business Consultant Team to provide expertise on a broad and comprehensive range of human resources services and activities to support hiring managers throughout the eight-campus system. Plan and develop strategies and processes to attract and retain talent, proactively build talent strategies and work to ensure alignment with university partners strategic goals. Develop a strong knowledge base of their campus partners’ functions and workforce objectives. Maintain a quality talent pipeline and fill open positions by sourcing passive and active candidates through the utilization of a variety of sources such as the internet, social media, networking, employee referrals, job posting, open houses, job fairs, etc. Identify current and future workforce needs and develop the most effective, economic, and appropriate sources/channels and methods to recruit talent. Develop and execute the human resources business consultant strategy to position the organization as an employer of choice. Operate as a true campus business partner to work collaboratively with departments internal and external to Human Resources. Reports to Vice President for Human Resources.

Duties/essential functions may include, but not be limited to, the following:  

As the key HR talent advisor, will manage the operations of Talent Acquisition and the Human Resources Business Consulting Team to lead and implement all areas of sourcing, recruitment strategies, including staff performance and opportunities for professional development. Provide guidance and training to staff on a variety of issues related to talent acquisition and business consulting priorities. 

Develop relationships with colleges, third-party recruitment agencies, and staffing companies. Determine online recruiting strategies for attracting and recruiting candidates. Exhibit a service and team-oriented approach when coordinating advertisement placement, attending job fairs, and managing relationships with referral sources to support and encourage proactive recruitment initiatives university-wide.

Help departments implement organizational restructures to align with changing departmental and functional operational priorities. Coordinate internally within HR and with campus partners to implement the changes.

Utilize Applicant Tracking System as a strategic tool by ensuring there is clean data for tracking and reporting to inform data-driven decisions for the Talent Acquisition and broader leadership teams.

Develop and manage HR metrics and produce various employment reports to help guide institutional-wide Consulting/Talent Acquisition that cover performance metrics  (e.g., Time-to-fill , striving to reduce the duration of the recruitment process, coaching, succession planning, workforce, and applicant source tracking, prospect/lead tracking, relationship management, turnover, etc.).

Support and lead diversity recruiting strategies and affirmative action goals that will yield positive results in support of broader university goals. 

Provide counsel, guidance, and collaborate with hiring managers, and campus partners to improve the recruiting process, interviewing techniques, organizational restructuring, and other hiring and retention strategies. Partner with HR departments to understand and gain insight on how to influence new approaches, policy revisions and procedures to effect continual improvements in talent and retention priorities. Utilize strong consultative mindset, equitable and inclusive outcomes, and project management skills.

Assist and provide guidance to senior leadership on complex HR talent acquisition issues by developing robust and effective executive review and succession planning strategies.

Serve as consultant partner to the campus to understand their talent needs and create strategic staffing strategies.

Provide continuous and consistent collaboration with Compensation to ensure competitiveness to external market compensation for key roles.

Create framework for career pathways and implement meaningful solutions to engage internal talent.

Monitor compliance with federal and state legislation related to employment.

Partner with internal HR units across the Division of Human Resources to address organizational needs.

Serve on department, division, and University committees as needed.

Minimum Qualifications:

Bachelor's degree in human resources, business administration, social sciences or closely related field of study. A minimum of six years progressively responsible talent management, talent acquisition, organizational development, employee engagement, and recruitment experience; to include demonstrated experience leading and developing a team of business partners/consultants who provide service across different functional areas.

License/Certification:

 

Knowledge Of:

Employment laws specific to the Department of Labor, EEOC, Affirmative Action and other state and federal employment law *
Budgeting and strategic planning *

Skill In:

Leading and directing and HR consulting team *
Leading and implementing recruitment strategies *
Utilizing sources as the internet, social media, networking etc.*

Preferred Qualifications – if applicable:

PHR, SHRM-CP, SPHR, SHRM-SCP or other Human Resource Certifications acceptable.

Working Conditions / Physical Requirements:

Ability to move or transport 10 – 20 pounds. Incumbent must be able to communicate with others.  Incumbent may be required to travel from building to building frequently and off campus occasionally.
