ABOUT THE COUNTY THE POSITION The management and monitoring of grants, infrastructure projects, housing programs, and public services involving multiple institutions and groups. The preparation of community development and/or housing studies and reports (such as the FiveYear Consolidated Plan, the Consolidated Annual Performance Evaluation Report, the Analysis of Impediments to Fair Housing Choice, and Annual Action Plan needed for U.S. Housing and Urban Development (HUD) funding). Under the supervision of the Director and/or Deputy Director, the Community Development Manager is assigned to the Community Development Division, including assigning, directing, and reviewing the work of others to ensure that professional standards are met, goals are achieved, and tasks are completed on time and within budget. The incumbent will be given a mix of the following assignments: The position will be hired at the County's Manager II or III level based on the candidates' skills, ability, and minimum qualifications as outlined in this flyer. A candidate hired at the Manager II level will be subject to a future Manager III recruitment for advancement, pending availability of the position. Scan the QR code or visit Assign and coordinate the activities of community development staff, contractors or consultants Oversee federal and state grant programs through the application preparation, review, processing, implementation and reporting Develop and implement complex and/or time-sensitive plans/programs requiring extensive research, and coordination Develop reports, respond to questions and present recommendations to the Board of Supervisors, advisory bodies or other audiences Coordinate and conduct outreach to inform the public about funded programs, goals, and objectives Assist with coordination of project activities or programs with advisory bodies, the community at-large, private sector stakeholders, other governmental entities and elected officials. Monitor grantee/subrecipient performance to ensure effective use of funds and compliance with Federal and State grant rules and fair housing requirements Provide assistance to residents, non-profit entities, advisory bodies, staff, and others seeking information on programs and funding administered by the Department Create, prepare, and analyze financial and performance data to ensure effective management of grants/contracts Develop and implement process improvements Manage personnel issues, including supervising staff, disciplinary actions, evaluations, recruitment, and assisting with the selection of assigned personnel Review staff work and reports for technical accuracy (including proper grammar and punctuation) and tone Represent the Department at meetings and other functions as directed Perform other duties as assigned Represent the Director or Deputy Director as needed during their absence and may perform the duties of the Deputy Director including supervising the employees of the Division and making decisions affecting the division’s day-to-day operations.

Required Skills/Experience/Education:

MINIMUM QUALIFICATIONS Understand and interpret complex state and federal regulations, laws, codes, policies, and solutions in the area of community development, housing, and homeless programs Plan, initiate, manage, and complete multiple complex assignments with a minimum amount of direction Perform effectively in public hearings, meetings, workshops and other public forums Work effectively with other agencies and/or departments on issues of mutual concern Make decisions, anticipate issues, and work pro-actively with a minimum level of supervision Develop and foster dynamic and mutually supportive relationships, team spirit, and collaboration with those contacted in the course of work; Prioritize and organize work to meet deadlines Maintain a positive attitude and work effectively under pressure Develop and implement best practices, procedures, and manuals for the purpose of training and process improvement Operate office equipment including computers and supporting word processing, spreadsheet, and database applications Independently and accurately perform the duties of the Deputy Director as needed during their absence, including supervising the employees of the division and making decisions affecting the day-to-day operations SKILLS/ABILITIES MANAGER II MANAGER III (demonstrated ability with all Manager II requirements plus) MANAGER II Bachelor's Degree or equivalent in city and regional planning, public administration, geography, economics, or related field AND Two (2) years of increasingly responsible experience in a city, county, governmental agency, financial institution, or non-profit, including one year working in a capacity equivalent to the County's Associate Planner position. (A Master's Degree in one of the specialties above is desirable and may substitute for up to one year of experience). MANAGER III Bachelor's Degree or equivalent in city and regional planning, public administration, geography, economics, or related field; AND Two (2) years of experience as a Community Development Manager at the Manager II level; OR Four (4) years of increasingly responsible experience in a city, county, governmental agency, financial institution or non-profit, equivalent to the County's Associate Planner position, including one year working in a lead or supervisory capacity. (A Master's Degree in one of the specialties above is desirable and may substitute for up to one year of experience). EDUCATION/EXPERIENCE LICENSE: Must possess and maintain a valid California Driver's License upon appointment
